Is there a way to manually install te sample data after the installation is finished?

Installing sample data in step 3 failed, so I decided to install Batavi without the sample data.
Now the installation is complete, but the shop is empty because I didn't install the sample data.

Backoffice is working correctly, but how do I change the language of the backoffice?

It seems like your installation was not completed successfully. Even without sample items, your shop front would have to show something. The provided link doesn't look like a completed install. Try to run a fresh install.
